Technical Publications Manager

Summary/Objective: The Technical Publications Manager plays an essential role in our business, acting as the authority on the change and risk management of our Content Management System. This position interacts with our internal and external customers to provide guidance with customer requirements. This individual is a proven performer with high attention to detail and possesses strong organizational skills with the ability to maintain control of several projects at once.

Duties and Responsibilities:

    The Technical Publications Manager reports to the Vice President of Quality and Airworthiness and is responsible for the development of flight and technical operations technical data and knowledge base system for pilots/flight/engineering/research/manufacturing operations.
    Directs a team of quality engineers, technical writers, technical editors, and technical illustrators to create and manage a highly functional quality publications across all areas of the company
    Will lead and participate with other technical personnel in the diagnosis and resolution of any problems (hardware/software) encountered in the recovery of flight operations technical data utilizing various data systems and, specialized data processing equipment, etc. The position will be responsible for ensuring data quality and that appropriate metrics are in place and utilized to support quality data products for safe commercial level execution of the line technical data product offering. Design, develop, integrate, maintain, and document tools/processes supporting the centralized CMS and ORM systems per FAA 8900.01 guidance. Advises flight and technical operations management in matters relating to the compliance and U.S. Export Regulations and Safety Assurance Systems. Champions the development and maintenance of ITAR compliance content and risk management methodologies. Manages and facilitates the creation of professional documentation of operational, regulatory and corporate processes and procedures for use by all team members. Works closely with integration engineering, manufacturing and flight and technical operations to ensure the adequate design of our UX, UIX.
    Enforces publications ITAR compliance within the Flight, Technical, Engineering and Manufacturing Operations technical publications standard, database and knowledge base.
    Responsible for updates to publication markup definition and elements based on internal/external reviews, source data changes and equipment modifications, and database builds and scripts. Leads enterprise level technical data projects. Facilitate the technical data human factor review of the safety, quality and engineering verification and validation of procedures and the engineer's review of the technical accuracy of information contained in the AMMs and other maintenance documentation as applicable. Provides assistance to customer support personnel to resolve technical data knowledge base and systems deficiencies which were noted during usage of products.
    Assists with internal and external audits to maintain company certifications. In conjunction with manufacturing engineering, provides oversight of quality, safety expectations ensuring all publication products conforms to requirements. Identifies, coordinates, and implements quality processes that assure compliance and continuous improvement to content management, change management and operational risk management Organizes and promotes companywide quality improvements through root cause analysis and implementation of corrective and preventive actions. Maintains an ongoing understanding of customer and industry requirements that apply to the specific needs of our customers. Provides guidance and direction of all aspects of quality for suppliers, internal and external customers Develops and implements standard work used by Quality and Airworthiness department and others to perform inspection functions, removals, installations and regulatory and corporate compliance procedures. Oversees the implementation of statistical methods for process controls, problem-solving, and process capability analysis. Identifies trends in quality performance, areas for improvement and facilitates the preventive action process. Facilitates company MSA's and gauge reliability studies and corrective action plans in pursuit of continued operational safety. Mentors and develops teammates with various requirements, as well as informally working with others to develop their skills. Development of processes for mandated tools by our customers such as S1000D, XML, Part 121, 135 25 Guidance FAR 14 of 8900, Part 145 Repair Station, and other content and risk management tools when called upon. Works with personnel to assure adequate training programs are in place to support business, operational, manufacturing and quality personnel, covering such areas as quality standards, preventative measures, customer requirements, revision management, safety assurance etc. Assists with preparing budgets, controlling expenditures, identifying capital equipment and facility needs to support the technical publications functions and productivity opportunities.
    Develops training standards, benchmarks and curricula regarding our flight operations technical data knowledge base for our end user group.
    Other duties as required and assigned by the Vice President of Quality and Airworthiness.
What you bring
    Qualifications
      Master's degree and ten or more years of work experience as an aerospace or commercial aviation technical publications manager. SMS Certified would be a plus. Must have a practical understanding and proficiency in airworthiness and quality standards, to include engineering and manufacturing interpretation requirements Must have application knowledge of statistical methods Strong reading, writing, problem-solving, and analytical skills Must possess strong computer skills, with experience in S1000D, XML, HTML, SGML HTML 5, MS Project, Framemaker, MS Visio, Word, Excel, and other windows based software. Prior supervisory experience of 5 or more persons is strongly encouraged Must be able to maintain the confidentiality of customer and company information

What you bring

      Excellent knowledge of the aerospace industry standards and specifications. Excellent knowledge of Data Sciences i.e., data storytelling and IOT trends and applications. Possess detailed demonstrated working knowledge of technical repository, LMS, and publishing tools, with a strong base in SGML/XML/S1000D markup languages. CSDB knowledge and CMS implementation required. Demonstrated ability in solving complex technical problems and a strong ownership and drive to bring issues to closure. Demonstrated ability in leadership, excellent communication, and organizational skills. Applicants must be U.S. persons as defined by the ITAR (22 CFR 120.15)

Desired Skills and Experience

      Education/experience typically acquired through advanced business management, quality management, risk management, content management education from an accredited course of study e.g., MBA) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g., PhD, Master3 years' related work experience). Knowledge of and proven experience in ATA e-commerce iSpec 2300, Spec 2000 and/or S1000D. Travel at least 30 percent as needed.
